This guide serves as a handbook to understanding the benefits and mechanics of the law. It breaks down a number of the investments in the IRA, with explanations of funding mechanisms, eligible entities, and numerous labor, equity, and justice provisions. It is intended to help ensure implementation of the IRA maximizes benefits for workers, communities, and the environment.

The two BGA User Guides and other materials have been developed into a new resource center for both the Bipartisan Infrastructure Law and the Inflation Reduction Act. This site also includes a collection of policy-specific, in-depth factsheets related to BGA priorities in the legislation, as well as modeling that demonstrates the transformative power of both bills.
